Charles R. Garcia was appointed President and CEO of New Mexico Technology Inc., LLC (NewTec) in December 2006. NewTec has recently undergone a name change to TRAX International, LLC. The Corporation is responsible for providing all test support for White Sands Missile Range (WSMR) in New Mexico to include radar, telemetry, optics & other test facilities as well as development of future capabilities to support the Department of Defense. TRAX International, LLC consists of over 500 employees that include all disciplines from the trades, to engineering technicians, to professional engineers and scientists.
Mr. Garcia has 46 years of experience in Test and Evaluation. During his federal career he held various Federal Directorate level positions in Instrumentation Development, Test Planning, Test Support and Execution. He has been responsible for large budgets and organizations with diverse missions uniquely qualifying him for all facets of the test business. He retired from federal service in December 2003.
Prior to his retirement in January 2001 until July 2002, Garcia served as Chief of Range Support, Directorate of Operational Test and Evaluation, Office of the Secretary of Defense (OSD), where he monitored current and future requirements in order to assure proper test and evaluation infrastructures exist to support the entire Department of Defense Acquisition program. Some key efforts include serving as co-chair for the Sustainable Range Working Group (SRWG) designed to address encroachment issues affecting all test and training ranges. The SRWG is made of representatives of all services and elements of OSD. In addition, he was the facilities’ and resources’ lead in addressing weapon systems interoperability testing.
January 2002 through May 2003, Mr. Garcia assumed the position of the Acting Director of Test and Technology at the Developmental Test Command, U.S. Army Test and Evaluation Command. In this capacity he oversaw the management of over 1700 tests annually, technical operations at five DoD Major Range and Test Facility Bases and six associated test centers and sites, and an annual budget of over $230 million in test operations and investment in test instrumentation and technology development, and over $400 million in test customer reimbursements. His final assignment prior to retirement was as the Executive Director of the White Sands Test Center.
On 1 February 2010, Garcia was named Senior Vice President with TRAX International. Mr. Garcia will continue to serve as President of TRAX International, LLC and as appropriate provide oversight and support to other TRAX efforts as needed.
Charles Garcia currently serves on several Board of Director panels including the International Test and Evaluation Association at the national level, the Bridge in New Mexico, as well as member of WSMR Chapter of AUSA and ITEA. He currently serves as a member of the White Sands Missile Range Historical Foundation, and is a member of the WSMR Pioneer Club. He is the former Founder, President, and current member of the WSMR Chapter of the International Test and Evaluation Association. Garcia served as the chairman of the 2006 International Telemetry Conference (ITC) and chairman again for the 2012 edition.
